This is set by Group Policy which is maintained as part of the AUTH service, the GPO is called Security Controls - Forest Baseline and the Control Panel/Personalization section contain the policies that force enable the screensaver (which is what windows uses to lock sessions) and the timeout of 900 seconds which equals 15 minutes.
